WIBON — Whether In Berth Or Not

WIBON allows a valid NOR to be given from the usual waiting place when no berth is available, so waiting time can count against laytime. Related variants include WIPON (whether in port or not), WICCON (whether customs cleared or not) and WIFPON (whether in free pratique or not). Under GENCON 94 LayGrounded treats the three alike: during laytime the move from the waiting place to the berth does not count on any of them, where under WIBON it does.
